However, if infrastructure, governance, and institutions are not \u2018super-connected,\u2019 large scale may become a burden rather than an advantage,\u201d Dr. \u0110inh H\u1ed3ng K\u1ef3 analyzed.<\/p>\n<h3>From \u201cHaving Authority\u201d to \u201cDaring to Decide and Act\u201d<\/h3>\n<p class=\"isSelectedEnd\">One of the aspects highly appreciated by the business community in the draft law is the strong decentralization mindset and the principle of prioritizing the application of the Special Urban Law when legal conflicts arise.<\/p>\n<p class=\"isSelectedEnd\">According to Dr. \u0110inh H\u1ed3ng K\u1ef3, this is an appropriate direction because a megacity cannot develop if every decision continues to operate under a \u201crequest \u2013 wait \u2013 seek guidance\u201d mechanism. However, he stressed that the bigger challenge is not merely granting authority, but creating a sufficiently strong implementation mechanism.<\/p>\n<p class=\"isSelectedEnd\">\u201cThe key question is whether authority comes together with accountability in execution, and whether the system creates enough motivation for people to dare to make decisions,\u201d he emphasized.<\/p>\n<p class=\"isSelectedEnd\">Drawing from many years of practical experience within the business community, Dr. \u0110inh H\u1ed3ng K\u1ef3 stated that Ho Chi Minh City does not lack investment resources, major ideas, or social capital. The bottleneck lies in the speed of transforming decisions into action.<\/p>\n<p class=\"isSelectedEnd\">\u201cMany projects have been delayed for years not because of a lack of capital, but because it is unclear who has the authority to decide, how long the decision process takes, and who bears responsibility if delays occur,\u201d he noted. Therefore, he proposed that the Special Urban Law should shift strongly from a \u201cprocess control\u201d mindset toward \u201cresults-based governance.\u201d<\/p>\n<h3>Building a Genuine Digital Administration<\/h3>\n<p class=\"isSelectedEnd\">One of the most notable recommendations concerns administrative reform based on data and technology. Dr. \u0110inh H\u1ed3ng K\u1ef3 argued that Ho Chi Minh City should be empowered to build a synchronized digital administration instead of maintaining a fragmented management model.<\/p>\n<p class=\"isSelectedEnd\">He proposed that the city should focus on developing:<\/p>\n<ul data-spread=\"false\">\n<li>A genuine digital administration;<\/li>\n<li>A shared data system;<\/li>\n<li>A single focal point for administrative procedures;<\/li>\n<li>A responsibility-tracking mechanism tied to processing deadlines.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">The business leader appreciated that the draft law initially grants the city greater authority to adjust administrative procedures in order to meet reform and digital transformation requirements. However, according to him, the most significant change is not simply reducing a few forms or paperwork procedures.<\/p>\n<p class=\"isSelectedEnd\">\u201cReal reform means shifting from pre-inspection to post-inspection based on data and compliance levels,\u201d he stressed.<\/p>\n<p>Accordingly, compliant businesses should face fewer inspections; data that has already been submitted should not need to be resubmitted; and overdue administrative procedures should either be automatically approved or require responsible agencies to provide explanations.<\/p>\n<p align=\"justify\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-5544\" src=\"https:\/\/dinhhongky.com\/wp-content\/uploads\/2026\/05\/z7838812282741-1dcdf144361194756020055bee5174e320260518161614.jpg\" alt=\"\" width=\"800\" height=\"446\" srcset=\"https:\/\/dinhhongky.com\/wp-content\/uploads\/2026\/05\/z7838812282741-1dcdf144361194756020055bee5174e320260518161614.jpg 640w, https:\/\/dinhhongky.com\/wp-content\/uploads\/2026\/05\/z7838812282741-1dcdf144361194756020055bee5174e320260518161614-500x279.jpg 500w, https:\/\/dinhhongky.com\/wp-content\/uploads\/2026\/05\/z7838812282741-1dcdf144361194756020055bee5174e320260518161614-300x167.jpg 300w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<h3>Ho Chi Minh City Needs a Regional Development Mindset Rather Than an Administrative Boundary Mindset<\/h3>\n<p class=\"isSelectedEnd\">Another important point raised by Dr. \u0110inh H\u1ed3ng K\u1ef3 is the need to view Ho Chi Minh City as part of a regional development ecosystem rather than as an isolated administrative unit.<\/p>\n<p class=\"isSelectedEnd\">According to him, many strategic issues today \u2014 such as metro systems, logistics, financial centers, green transition, innovation, digital transformation, flood prevention, and maritime economic development \u2014 have already extended beyond the city\u2019s own boundaries.<\/p>\n<p class=\"isSelectedEnd\">\u201cIf there is no sufficiently strong regional coordination mechanism, investment will continue to be fragmented, infrastructure will remain disconnected, and high logistics costs will persist,\u201d he warned.<\/p>\n<p class=\"isSelectedEnd\">He also expressed support for the draft law\u2019s orientation toward developing science and technology urban areas, integrated logistics zones, the nighttime economy, cultural industries, and innovation ecosystems. However, to ensure that these directions do not remain merely objectives on paper, he argued that flexible policy experimentation mechanisms are essential.<\/p>\n<h3>Proposal for a Regulatory Sandbox Mechanism for Innovation<\/h3>\n<p class=\"isSelectedEnd\">In addition, one of Dr. \u0110inh H\u1ed3ng K\u1ef3\u2019s most prominent proposals is the inclusion of a separate chapter or section dedicated to controlled policy experimentation mechanisms (Regulatory Sandbox).
