also <strong data-start=\"560\" data-end=\"613\">rebuilds confidence within the business community<\/strong> \u2013 those who directly participate in, are affected by, and place expectations on the data-start=\"825\" data-end=\"883\">WHAT CONSEQUENCES DOES SLOW DISBURSEMENT LEAVE BEHIND?<\/strong><\/h3>\n<p data-start=\"885\" data-end=\"1197\">First and foremost, it deprives the economy of a <strong data-start=\"934\" data-end=\"967\">\u201cdriver of aggregate demand.\u201d<\/strong><br data-start=\"967\" data-end=\"970\" \/>Public investment capital, which should have acted as the leading source to <strong data-start=\"1046\" data-end=\"1092\">stimulate and mobilize other capital flows<\/strong>, is now delayed, causing the entire economic circulation \u2013 including private investment \u2013 to stagnate.<\/p>\n<p data-start=\"1199\" data-end=\"1443\">Businesses <strong data-start=\"1210\" data-end=\"1246\">lose expectations and confidence<\/strong> in investment prospects, leading to <strong data-start=\"1283\" data-end=\"1336\">contraction in production and business activities<\/strong>.<br data-start=\"1337\" data-end=\"1340\" \/>When infrastructure projects fall behind schedule, numerous associated sectors slow down accordingly.<\/p>\n<p data-start=\"1445\" data-end=\"1623\">The reality of the past year offers a clear example: the stagnation of infrastructure plans led to simultaneous declines in <strong data-start=\"1569\" data-end=\"1622\">real estate, construction, and building materials<\/strong>.<\/p>\n<hr data-start=\"1625\" data-end=\"1628\" \/>\n<p data-start=\"1630\" data-end=\"1936\">Slow disbursement also <strong data-start=\"1653\" data-end=\"1693\">negatively affects export activities<\/strong>.<br data-start=\"1694\" data-end=\"1697\" \/>Key transportation projects \u2013 such as <strong data-start=\"1735\" data-end=\"1804\">ring roads, expressways, logistics hubs, and urban infrastructure<\/strong> \u2013 when left incomplete, lengthen transport times, increase logistics costs, and reduce the competitiveness of export enterprises.<\/p>\n<p data-start=\"1938\" data-end=\"2066\">Without clear signals from infrastructure, <strong data-start=\"1981\" data-end=\"2030\">the private sector becomes even more cautious<\/strong>, hesitant to make bold investments.<\/p>\n<p data-start=\"2068\" data-end=\"2309\">The <strong data-start=\"2072\" data-end=\"2112\">logistics and urban services sectors<\/strong>, already under considerable pressure, face even greater challenges.<br data-start=\"2180\" data-end=\"2183\" \/>Unresolved bottlenecks at <strong data-start=\"2209\" data-end=\"2241\">ports, roads, and warehouses<\/strong> restrict clearance capacity and <strong data-start=\"2274\" data-end=\"2306\">drive logistics costs higher<\/strong>.<\/p>\n<p data-start=\"2311\" data-end=\"2605\">Meanwhile, service sectors such as <strong data-start=\"2346\" data-end=\"2388\">retail, F&amp;B, education, and healthcare<\/strong> are affected in chain reaction:<br data-start=\"2420\" data-end=\"2423\" \/>schools, hospitals, parks, terminals, airports, and seaports delayed in operation mean the service sector cannot break through, and enterprises cannot fully exploit market potential.<\/p>\n<p data-start=\"2607\" data-end=\"2889\">Even the <strong data-start=\"2616\" data-end=\"2649\">digital transformation sector<\/strong>, once expected to become a new growth engine, suffers the consequences.<br data-start=\"2721\" data-end=\"2724\" \/>Many digital transformation projects linked to public investment \u2013 particularly in <strong data-start=\"2807\" data-end=\"2850\">healthcare, education, and e-government<\/strong> \u2013 are delayed due to slow approvals.<\/p>\n<p data-start=\"2891\" data-end=\"2998\">This not only <strong data-start=\"2905\" data-end=\"2939\">hampers technology enterprises<\/strong>, but also <strong data-start=\"2950\" data-end=\"2997\">obstructs the city\u2019s digitalization process<\/strong>.<\/p>\n<p data-start=\"3000\" data-end=\"3321\">Yet the <strong data-start=\"3008\" data-end=\"3056\">greatest impact lies in the erosion of trust<\/strong>.<br data-start=\"3057\" data-end=\"3060\" \/>Delays in public investment disbursement seriously undermine business confidence in the <strong data-start=\"3148\" data-end=\"3167\">city government<\/strong> \u2013 confidence in leadership, in the administrative apparatus, and in institutional efficiency.<br data-start=\"3261\" data-end=\"3264\" \/>At present, that confidence is being <strong data-start=\"3301\" data-end=\"3320\">severely tested<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" n\u0103ng l\u1ef1c th\u00f4ng quan b\u1ecb h\u1ea1n ch\u1ebf<\/em><\/figcaption><\/figure>\n<h3 data-start=\"3328\" data-end=\"3357\"><strong data-start=\"3332\" data-end=\"3357\">TO RESTORE CONFIDENCE<\/strong><\/h3>\n<p data-start=\"3359\" data-end=\"3596\">The first solution is to establish a <strong data-start=\"3396\" data-end=\"3439\">flexible capital reallocation mechanism<\/strong>:<br data-start=\"3440\" data-end=\"3443\" \/>Any project that lags behind must have its funds <strong data-start=\"3492\" data-end=\"3519\">immediately transferred<\/strong> to projects that are ready \u2013 with available land and contractors in place.<\/p>\n<p data-start=\"3598\" data-end=\"3820\">This model is not unfamiliar. <strong data-start=\"3628\" data-end=\"3637\">China<\/strong> has applied it for years; some provinces in Vietnam have piloted it successfully.<br data-start=\"3719\" data-end=\"3722\" \/>However, in the South \u2013 especially <strong data-start=\"3757\" data-end=\"3777\">Ho Chi Minh City<\/strong> \u2013 this approach is <strong data-start=\"3797\" data-end=\"3819\">rarely implemented<\/strong>.<\/p>\n<p data-start=\"3822\" data-end=\"4102\">The next solution involves <strong data-start=\"3849\" data-end=\"3896\">flexible pricing and contracting mechanisms<\/strong>.<br data-start=\"3897\" data-end=\"3900\" \/>Allowing <strong data-start=\"3909\" data-end=\"3960\">adjustments based on construction price indices<\/strong>, or <strong data-start=\"3965\" data-end=\"4001\">payments by completed milestones<\/strong>, will help enterprises maintain cash flow, avoiding financial disruption during project execution.<\/p>\n<p data-start=\"4104\" data-end=\"4278\">Another important proposal is for the City to establish a <strong data-start=\"4162\" data-end=\"4207\">special task force at the municipal level<\/strong>, vested with sufficient authority to <strong data-start=\"4245\" data-end=\"4277\">directly address bottlenecks<\/strong>.<\/p>\n<hr data-start=\"4280\" data-end=\"4283\" \/>\n<p data-start=\"4285\" data-end=\"4686\">Experience also shows the need to <strong data-start=\"4319\" data-end=\"4360\">mobilize private sector participation<\/strong> through <strong data-start=\"4369\" data-end=\"4405\">Public\u2013Private Partnership (PPP)<\/strong> models.<br data-start=\"4413\" data-end=\"4416\" \/>It is <strong data-start=\"4422\" data-end=\"4439\">not necessary<\/strong> to focus solely on large-scale PPPs; instead, projects can be <strong data-start=\"4502\" data-end=\"4517\">modularized<\/strong> into smaller components such as <strong data-start=\"4550\" data-end=\"4683\">underground parking lots, logistics hubs, depots, wastewater treatment plants, solid waste facilities, or auxiliary toll stations<\/strong>.<\/p>\n<p data-start=\"4688\" data-end=\"4839\">Private participation in these subprojects will not only <strong data-start=\"4745\" data-end=\"4784\">reduce the burden on public budgets<\/strong> but also <strong data-start=\"4794\" data-end=\"4838\">shorten timelines and improve efficiency<\/strong>.<\/p>\n<p data-start=\"4841\" data-end=\"5061\">In parallel, <strong data-start=\"4854\" data-end=\"4878\">institutional reform<\/strong> is required \u2013 both short-term and long-term.<br data-start=\"4923\" data-end=\"4926\" \/>In the short term, there must be <strong data-start=\"4959\" data-end=\"4973\">clear KPIs<\/strong> for officials in charge of disbursement, along with <strong data-start=\"5026\" data-end=\"5058\">strict disciplinary measures<\/strong>.<\/p>\n<p data-start=\"5063\" data-end=\"5320\">For instance, <strong data-start=\"5077\" data-end=\"5098\">Dong Nai Province<\/strong> once adopted a strong measure: any leader failing to meet KPI targets would be <strong data-start=\"5178\" data-end=\"5203\">dismissed immediately<\/strong>.<br data-start=\"5204\" data-end=\"5207\" \/>Ho Chi Minh City, however, still <strong data-start=\"5240\" data-end=\"5253\">hesitates<\/strong>. Without firm discipline, breakthroughs will be hard to achieve.<\/p>\n<p data-start=\"5322\" data-end=\"5474\">At the same time, there should be <strong data-start=\"5356\" data-end=\"5379\">appropriate rewards<\/strong> for officials who <strong data-start=\"5398\" data-end=\"5428\">dare to think, dare to act<\/strong>, and complete projects <strong data-start=\"5452\" data-end=\"5473\">ahead of schedule<\/strong>.<\/p>\n<hr data-start=\"5476\" data-end=\"5479\" \/>\n<p data-start=\"5481\" data-end=\"5753\">A major bottleneck lies in <strong data-start=\"5508\" data-end=\"5526\">land clearance<\/strong>.<br data-start=\"5527\" data-end=\"5530\" \/>A clear example is the <strong data-start=\"5553\" data-end=\"5591\">National Exhibition Center project<\/strong> in <strong data-start=\"5595\" data-end=\"5615\">Dong Anh (Hanoi)<\/strong>, where the Government\u2019s swift allocation of clean land to contractors <strong data-start=\"5686\" data-end=\"5750\">shortened project duration from two years to just ten months<\/strong>.<\/p>\n<p data-start=\"5755\" data-end=\"5949\">Ho Chi Minh City could <strong data-start=\"5778\" data-end=\"5812\">absolutely apply this approach<\/strong>.<br data-start=\"5813\" data-end=\"5816\" \/>With such a <strong data-start=\"5828\" data-end=\"5851\">\u201cspecial mechanism\u201d<\/strong>, many obstacles could be resolved much faster than through traditional administrative procedures.<\/p>\n<hr data-start=\"5951\" data-end=\"5954\" \/>\n<blockquote data-start=\"5956\" data-end=\"6262\">\n<p data-start=\"5958\" data-end=\"6262\"><strong data-start=\"5958\" data-end=\"6048\">As of September 11, the city had disbursed only about 45.2% of its total capital plan.<\/strong><br data-start=\"6048\" data-end=\"6051\" \/>This means that in the final three months of the year, to meet schedule, <strong data-start=\"6126\" data-end=\"6206\">Ho Chi Minh City will need to disburse an average of 590 billion VND per day<\/strong>, equivalent to <strong data-start=\"6222\" data-end=\"6262\">over 24,000 billion VND in Q4 alone.<\/strong><\/p>\n<\/blockquote>\n<hr data-start=\"6264\" data-end=\"6267\" \/>\n<p data-start=\"6269\" data-end=\"6494\">In addition, it is necessary to <strong data-start=\"6301\" data-end=\"6370\">activate private capital flows in parallel with public investment<\/strong>, and <strong data-start=\"6376\" data-end=\"6434\">standardize land clearance and resettlement mechanisms<\/strong> to shorten implementation time and improve project quality.<\/p>\n<hr data-start=\"6496\" data-end=\"6499\" \/>\n<p data-start=\"6501\" data-end=\"6687\"><em data-start=\"6501\" data-end=\"6687\">(Mr. Dinh Hong Ky is Chairman of the Ho Chi Minh City Construction and Building Materials Association (SACA), and Chairman of the Ho Chi Minh City Green Business Association (HGBA).)<\/em><\/p>\n<p>Link to the article on Saigon Entrepreneur Magazine: <a href=\"https:\/\/doanhnhansaigon.vn\/day-nhanh-dau-tu-cong-hien-thuc-hoa-muc-tieu-tang-truong-8-5-cua-tp-hcm-cham-giai-ngan-va-nhieu-he-luy-bai-3-323814.html\" target=\"_blank\" rel=\"noopener\">https:\/\/doanhnhansaigon.vn\/day-nhanh-dau-tu-cong-hien-thuc-hoa-muc-tieu-tang-truong-8-5-cua-tp-hcm-cham-giai-ngan-va-nhieu-he-luy-bai-3-323814.html<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Mr. Dinh Hong Ky \u2013 Published in Saigon Entrepreneur Magazine, September 26, 2025.
