However, this also entails greater responsibility for emission reduction.<\/p>\n<h3 data-start=\"1149\" data-end=\"1217\">Without Transition, the Megacity Cannot Sustain Its Leading Role<\/h3>\n<p data-start=\"1219\" data-end=\"1548\">Ho Chi Minh City (in its current form) is already the largest emitter of greenhouse gases in Vietnam, and emissions are projected to rise further as it integrates Binh Duong (urban\u2013industrial) and Ba Ria\u2013Vung Tau (energy). Therefore, a green growth strategy must be placed at the center of the new metropolitan development model.<\/p>\n<p data-start=\"1550\" data-end=\"1989\">The new Ho Chi Minh City should promptly establish a comprehensive policy framework for green growth to achieve net-zero emissions by 2050, aligning with Vietnam\u2019s COP26 commitments. According to research by HIDS, if the city fails to accelerate its green transition, it will struggle to maintain its role as the nation\u2019s economic locomotive, especially as global supply chains increasingly regard ESG compliance as a \u201cmandatory passport.\u201d<\/p>\n<p data-start=\"1991\" data-end=\"2071\">The city has developed a green transition roadmap focusing on six key pillars:<\/p>\n<ol data-start=\"2072\" data-end=\"2268\">\n<li data-start=\"2072\" data-end=\"2087\">\n<p data-start=\"2075\" data-end=\"2087\"><strong data-start=\"2075\" data-end=\"2085\">Energy<\/strong><\/p>\n<\/li>\n<li data-start=\"2088\" data-end=\"2156\">\n<p data-start=\"2091\" data-end=\"2156\"><strong data-start=\"2091\" data-end=\"2154\">Transportation, construction, infrastructure, and logistics<\/strong><\/p>\n<\/li>\n<li data-start=\"2157\" data-end=\"2174\">\n<p data-start=\"2160\" data-end=\"2174\"><strong data-start=\"2160\" data-end=\"2172\">Industry<\/strong><\/p>\n<\/li>\n<li data-start=\"2175\" data-end=\"2210\">\n<p data-start=\"2178\" data-end=\"2210\"><strong data-start=\"2178\" data-end=\"2208\">Green urban infrastructure<\/strong><\/p>\n<\/li>\n<li data-start=\"2211\" data-end=\"2238\">\n<p data-start=\"2214\" data-end=\"2238\"><strong data-start=\"2214\" data-end=\"2236\">Trade and services<\/strong><\/p>\n<\/li>\n<li data-start=\"2239\" data-end=\"2268\">\n<p data-start=\"2242\" data-end=\"2268\"><strong data-start=\"2242\" data-end=\"2266\">Agriculture and food<\/strong><\/p>\n<\/li>\n<\/ol>\n<p data-start=\"2270\" data-end=\"2500\">This comprehensive framework needs to be translated into actionable plans with measurable targets. For instance, setting goals for the share of renewable energy in industry by 2030, or quantifying CO\u2082 reductions in transportation.<\/p>\n<p data-start=\"2502\" data-end=\"2803\">Resolution 98 has granted Ho Chi Minh City several special mechanisms to accelerate green growth. The city should leverage these to immediately enact its <strong data-start=\"2656\" data-end=\"2694\">2024\u20132030 Green Growth Action Plan<\/strong>, prioritizing breakthroughs in renewable energy, green logistics, green finance, and the circular economy.<\/p>\n<p data-start=\"2805\" data-end=\"3055\">The expanded metropolitan area now enjoys new advantages: broader land availability, improved interregional infrastructure, and especially a rich marine ecosystem (spanning Can Gio and Ba Ria\u2013Vung Tau) that can foster distinct green economic sectors.<\/p>\n<h3 data-start=\"3062\" data-end=\"3104\">Overcoming the Green Energy Bottleneck<\/h3>\n<p data-start=\"3106\" data-end=\"3375\">Ba Ria\u2013Vung Tau is emerging as one of the country\u2019s new energy centers, with numerous offshore wind, solar, and LNG power projects under development. The new Ho Chi Minh City should provide maximum support to expedite these projects\u2014from permitting to grid integration.<\/p>\n<p data-start=\"3377\" data-end=\"3812\">Once multi-gigawatt offshore wind farms in Ba Ria\u2013Vung Tau become operational, they could supply stable green electricity to industrial zones, reducing reliance on coal-fired power. Meanwhile, Binh Duong, home to thousands of factories, offers vast potential for rooftop solar deployment. The local government should encourage every factory and shopping complex to install solar panels\u2014reducing power costs while adding clean capacity.<\/p>\n<p data-start=\"3814\" data-end=\"4156\">A current bottleneck lies in the restrictive <strong data-start=\"3859\" data-end=\"3901\">Direct Power Purchase Agreement (DPPA)<\/strong> mechanism. Ho Chi Minh City could propose that the Ministry of Industry and Trade expand the DPPA framework across the region, allowing industrial parks in Binh Duong and Dong Nai to directly purchase wind or solar power from projects in Ba Ria\u2013Vung Tau.<\/p>\n<p data-start=\"4158\" data-end=\"4669\">This would help domestic enterprises access renewable energy as easily as foreign-invested firms (FDIs), enabling them to meet green standards required by export partners. Additionally, the city should innovate in green infrastructure development\u2014for example, by exploring <strong data-start=\"4431\" data-end=\"4455\">floating solar farms<\/strong> on major reservoirs (such as Dau Tieng and Tri An) to expand renewable generation without consuming land, or by piloting nearshore wind turbines in Vung Tau and Can Gio in combination with eco-tourism initiatives.<\/p>\n<p data-start=\"4671\" data-end=\"5122\">In transportation, priority should be given to <strong data-start=\"4718\" data-end=\"4736\">clean mobility<\/strong>. Ho Chi Minh City has begun with VinBus electric bus routes and Metro Line 1\u2014important early steps toward green public transport. The city should aim for <strong data-start=\"4891\" data-end=\"4951\">100% of urban buses to use electric or CNG power by 2030<\/strong>, and establish a regional network of public EV charging stations. This means treating waste and by-products as valuable resources for reuse instead of disposal.<\/p>\n<p data-start=\"5443\" data-end=\"5707\">Ho Chi Minh City has already initiated measures such as <strong data-start=\"5499\" data-end=\"5530\">waste segregation at source<\/strong>, developing <strong data-start=\"5543\" data-end=\"5569\">waste-to-energy plants<\/strong>, and planning to establish an <strong data-start=\"5600\" data-end=\"5631\">EV battery recycling center<\/strong>, positioning itself as a crucial link in the global recycling supply chain.<\/p>\n<p data-start=\"5709\" data-end=\"5951\">These initiatives must be accelerated and expanded across the region. Industrial parks in Binh Duong could pilot <strong data-start=\"5822\" data-end=\"5846\">eco-industrial zones<\/strong> based on the principle of industrial symbiosis\u2014where one factory\u2019s waste becomes another\u2019s raw material.<\/p>\n<h3 data-start=\"5958\" data-end=\"5994\">Private Sector Leadership Is Key<\/h3>\n<p data-start=\"5996\" data-end=\"6364\">The green transition cannot rely solely on limited public funds. The <strong data-start=\"6065\" data-end=\"6083\">private sector<\/strong> must be mobilized in both investment and innovation. The city should tap into <strong data-start=\"6162\" data-end=\"6201\">international green finance sources<\/strong>, as many global investment funds and development agencies offer concessional loans for green projects\u2014though domestic administrative procedures remain cumbersome.<\/p>\n<p data-start=\"6366\" data-end=\"6648\">Hence, establishing a <strong data-start=\"6388\" data-end=\"6424\">Green Investment Promotion Board<\/strong> is recommended, serving as a focal point to engage institutions such as ADB, JICA Green Fund, and the EU Green Deal, and attract financing for electric bus networks, community renewable projects, and wastewater treatment.<\/p>\n<p data-start=\"6650\" data-end=\"6843\">Moreover, a <strong data-start=\"6662\" data-end=\"6708\">Ho Chi Minh City Regional Green Trust Fund<\/strong> could be created to pool capital from both public and private sources, offering low-interest loans to SMEs pursuing green initiatives.<\/p>\n<p data-start=\"6845\" data-end=\"7083\">Private enterprises should be recognized as the <strong data-start=\"6893\" data-end=\"6905\">vanguard<\/strong> of the green transformation. While the government can facilitate, it is businesses that must view environmental compliance as an opportunity to innovate and elevate brand value.<\/p>\n<p data-start=\"7085\" data-end=\"7314\">In reality, although <strong data-start=\"7106\" data-end=\"7138\">80% of Vietnamese businesses<\/strong> are aware of sustainable development, there remains a significant gap between awareness and action\u2014largely due to cost barriers, limited expertise, and consumer affordability.<\/p>\n<p data-start=\"7316\" data-end=\"7667\">Therefore, <strong data-start=\"7327\" data-end=\"7372\">state leadership in market transformation<\/strong> is essential\u2014through policies such as <strong data-start=\"7411\" data-end=\"7439\">green public procurement<\/strong> (prioritizing eco-friendly goods in public spending) and <strong data-start=\"7497\" data-end=\"7543\">higher taxes or fees on polluting products<\/strong>.
