The bridges are so small that only one car can pass through. So how can container trucks and heavy trucks get there to support agricultural development?

Meanwhile, along the road are industrial parks, many of which are abandoned and overgrown with grass. Farmers have lost their land and jobs. It is true that industrial parks need to be developed, but is it necessary for every province to take away people’s rice fields to open several industrial parks, golf courses, eco-tourism areas, etc.?

According to statistics from the Ministry of Agriculture and Rural Development, for every 1 hectare of agricultural land converted, 10 farmers lose their jobs. To date, nearly 1 million farmers have lost their jobs, affecting the lives of 2.5 million people.

However, in rural areas, from the North to the Central and South, labor shortages are everywhere. It turns out that young people are flocking to big cities or industrial zones to find jobs with low wages. When it comes to harvesting shrimp and fish, looking around the whole village, you only see old people and children.

I remember the story of a friend who studied at Hanoi University of Science and Technology and opened a business in Thanh Hoa, complaining that despite paying a salary of 5 million VND/month, there was an accountant who still went back to Hanoi to receive a salary of only 3 million VND/month. Then there was the story of a night of drinking at a shrimp pond in Ben Tre, it was only 7pm but the surroundings were pitch black, not a soul in sight. It turned out that all the young people had fled to the cities. They go not only for salary, but also for life, because the infrastructure in rural areas is too poor not only in terms of economy, but also in terms of culture, entertainment, education, health care, etc.

The above facts show that it is necessary to review investment policies for rural areas and agriculture, so that farmers can stay attached to their fields. We also need policies to protect agriculture and farmers.

To get agriculture out of its current situation, it is necessary to invest in agricultural modernization with high intellectual content. According to Professor, Dr. Vu Chi Buu, Director of the Southern Institute of Agricultural Science and Technology, the country’s investment in agricultural science and technology is only at 30 million USD/year, which is too low compared to other countries. Not only is it necessary to modernize or mechanize cultivation and animal husbandry, but investment in post-harvest processing industry is also extremely necessary, because 90% of Vietnam’s agricultural exports are in raw form.

At the same time, the issue of training human resources for agriculture needs to be taken seriously. The pioneering role of businessmen in investing in agriculture is also extremely important. We cannot rely solely on the Government, because in reality, Government policies often lag behind the market.

Previously in Poland, I knew a guy who went there to do a PhD and was a “big shot” in the business of selling milk ingredients from Poland for the largest dairy company in Vietnam. However, a few years ago, he left that lucrative job to return to the Southwest region to invest in shrimp farming and was successful.

Another PhD also left Poland to return to Vietnam to invest in 1,300 hectares of shrimp ponds in the Mekong Delta. This shrimp pond is operated using high technology with the participation of 50 senior foreign experts. The result brought huge profits and this PhD became the Chairman and major shareholder of a newly launched private airline.

Then stories like “boss” Duc announcing that he would give up real estate in 2014 to focus on rubber plantation, or Ms. Thanh Huong deciding to invest heavily in dairy farming in Nghe An to bring TH Milk to the regional level are also worth paying attention to. These evidences show that businessmen are a significant driving force, contributing to the take-off of agriculture.

Article by Mr. Dinh Hong Ky, published in Dau Tu Newspaper on February 3, 2012.
